Ruto, Cabinet Secretaries make appointments to key state institutions

President William Ruto and several Cabinet Secretaries have made a series of new appointments to strategic public institutions, according to the Kenya Gazette published on November 14, 2025.

The changes affect commissions, state agencies and boards across the governance, education, culture, enterprise and justice sectors.

President Ruto appointed engineer Michael Thoyah Kingi to the Salaries and Remuneration Commission (SRC) for a six-year term.

The appointment, made under Article 230 of the Constitution, fills a critical position in the body mandated to regulate public sector pay.

“In exercise of the powers conferred by Article 230 (2) (b) (ii) of the Constitution as read with Article 250 (2) (b) of the Constitution and in accordance with the procedure set out in section 7 (13) of the Salaries and Remuneration Commission Act, 2011, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint— Michael Thoyah Kingi, (ENG.) to be a Member of the Salaries and Remuneration Commission, for a period of six (6) years,” the notice reads.

In the education sector, Education Cabinet Secretary Julius Migos Ogamba named Mohamed Sheikh Gabow as the non-executive chairperson of the Kenya Education Management Institute (KEMI) for a three-year term.

KEMI is responsible for capacity building and leadership training within the education sector.

Gender, Culture and Children Services Cabinet Secretary Hannah Wendot Cheptumo appointed Beatrice Jepkoech Changwony as a member of the Kenya National Library Service Board for a three-year term.

In the enterprise development sector, Cooperatives and MSMEs Development Cabinet Secretary Wycliffe Oparanya appointed Lucy Sophina R. Loronyokie and Caroline K. Karanja to the Micro and Small Enterprises Authority Board, also for three-year terms.

The appointments were made under sections 30(1)(g)(iv) and 30(1)(i) of the Micro and Small Enterprises Act.

Tourism and Wildlife Cabinet Secretary Rebecca Miano published the Mugie Conservancy Management Plan (2025–2034), outlining long-term conservation, land use, wildlife protection and socio-economic strategies for the Laikipia-based conservancy.

The plan introduces an eight-zone land-use model and five management programmes covering ecological integrity, commercial sustainability, cultural and social impact, security, and operations.

Attorney General Dorcas Oduor appointed Ellias Billy Nyonje, Simon Malonza, Rina Chatrath, and Nancy Manyara as members of the Nairobi Centre for International Arbitration for three-year terms.

The Centre plays a central role in commercial dispute resolution.

At the county level, Trans Nzoia Governor George Natembeya appointed a new County Audit Committee, chaired by Tulienge Anne Nangila, with Andrew Wekesa Wepukhulu as secretary and four other members.

The committee will serve for three years beginning September 2025.

The Gazette also carried an extensive list of applicants and shortlisted candidates for judgeships in the Court of Appeal, High Court and Environment and Land Court, with interviews scheduled between January and March 2026.

The appointments underscore ongoing administrative and institutional restructuring across various sectors of government aimed at strengthening service delivery and governance.
